Bid desk · RFIs, prequals, HSE and AESO
Submissions built to the evaluator’s scorecard.
We read the RFI the way the owner’s team will score it, map every requirement to your evidence, and close the gaps before you submit. Written by people who spent 20+ years on the owner’s side of oil sands maintenance, planning and scheduling the work these packages describe.

Why good contractors lose points
A capable contractor with a thin package scores below a weaker one.
Owners and EPCs score submissions against set criteria: safety program, execution approach, schedule, quality and relevant experience. We make sure the package shows the work, the program and the people you actually have.
- Answers that miss the question asked.Good content in the wrong place scores nothing.
- A generic HSE manual. Not tied to the scope being bid, and the evaluator can tell.
- A schedule with no real logic. No crew sizes, no access constraints, nothing an owner’s planner believes.
- Missing or expired documents.WCB clearance, insurance certificates, safety program certification.
- Experience never written down.Real work, with no project sheets an evaluator can score.
What we write
Four packages. One standard: score well and hold up on site.
Every package starts by mapping the owner’s requirements and scoring criteria, so nothing is written that doesn’t earn points.
RFIs and prequalifications
Responses written to the question that’s actually asked, and to how it’s scored. Each requirement mapped to your evidence, gaps flagged before the owner finds them, and your documents kept current.
You get- Compliance matrix
- Written responses
- Document checklist with expiry dates
HSE and COR documentation
Site-specific safety plans and HSE program documents that match the scope you’re bidding. Not a generic manual with your logo on it. Field hazard assessments stay with your crews, who know the work.
You get- Site-specific safety plan
- HSE program documents for the scope
- HSE section of your bid
Work plans and schedules
Execution plans and resource-loaded Primavera P6 schedules: sequencing, manpower curves, shutdown and turnaround logic. Built by people who have scheduled the work, so an owner’s planning team can tell.
You get- Execution plan
- P6 schedule (XER and PDF)
- Manpower histogram
AESO submission packages
Technical packages for transmission-connected work, organized to the AESO’s requirements so they’re complete the first time. An independent service, not affiliated with the AESO.
You get- Package checklist
- Document set
How it works
From RFI to submit-ready, without the scramble.
Send it over
The RFI, prequal request or bid documents, and your deadline. Confidential, and we sign your NDA first.
Score check
We review the requirements against the evaluation criteria. You get a gap list and a fixed-price quote.
Build
We write, schedule and assemble the package. You review drafts as they’re ready.
Submit with confidence
The final package, ready before your deadline. You submit it under your company’s name.
A fixed price per package, quoted after we read the RFI. Most bids need two or three of these; one section on its own is fine too.
Electrical · Instrumentation · Millwright · Pipefitting · Boilermaker · Carpentry · Survey and inspection
Questions
About the bid desk.
Do you write the whole bid, or just parts of it?
Either. Some contractors hand over the full package; others need one section, usually the schedule, the execution plan or the HSE response.
Will you sign our NDA?
Yes, before we see anything. We never share one contractor’s documents with another.
Do you write our hazard assessments for us?
We draft site-specific documents from your scope and your program. Hazard assessments still need your workers involved, as the OHS Code expects, and an auditor will ask them about it.
Are you affiliated with the AESO or any owner company?
No. Scoreline Partners is independent. We prepare your submission; you submit it under your company’s name.
How is it priced?
A fixed price per package, quoted after we read the RFI or prequalification, so you know the cost before work starts.
